Your New Role - Procurement & Contract Specialist 3
As a permanent full-time Senior Contracts Specialist, you will independently develop, negotiate and administer complex contracts and agreements. You will decide the appropriate contracting method and evaluate the risks associated with the contract, write specialized requirements, negotiate the contract language, write policies and procedures for the agency contract and train management and staff on contracting requirements. You will represent the agency in contracting matters with the Department of Justice (DOJ), agency management, staff, and contractors. In addition, you will assess and address the interests of the contractors, and the regulatory requirements necessary to make contract decisions in the best interest of the agency.
This position has the potential for hybrid-remote work; however, travel expenses to Salem for required in-person duties are not reimbursed, and out-of-state remote work may be approved on a case-by-case basis.
Duties include, but are not limited to, the following:
Interpret and apply laws, statutes, rules and policy to procurement and contracting processes.
Independently develop, negotiate, execute and administer complex contracts, price agreements and other agreements for goods, services, personal services, information technology, public improvements, ordinary construction services, and architectural, engineering and related services.
Independently manage the procurement/contracting process from scope/specification development through solicitation process, negotiations, and awarding.
Work with agency staff to define and refine scope, specifications and requirements.
Develop strategies to minimize potential risks to the agency.
Draft, review, modify and analyze contracts and agreements to ensure they contain appropriate terms and conditions and comply with applicable state and federal rules, laws, regulations and policies.
Examine and evaluate bids and proposals and ensure successful completion of the contractor selection process.
Manage contract negotiations.
Assess and respond to solicitation inquires, requests for clarification and protests, award inquiries and protests.
Work with Department of Justice to ensure contract and agreement documents are legally sufficient.
Coordinate effective administration of executed contracts and agreements.

Minimum Qualifications:
Five years of procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
OR
A bachelor’s degree AND two years of professional-level procurement and contract experience related to the position.
OR
Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
Special Requirements:
To be hired, a criminal record and driving record check must be completed that meets OPRD Criteria at the time of hire, and throughout employment while also maintaining a valid driver’s license.
Desired Attributes:
Currently hold state procurement certification
Experience administering, developing, evaluating, and negotiating contracts or agreements.
Experience in using, or responding to, request for proposals and invitations to bid.
Expert working knowledge of public procurement and contracting rules and procedures.
Ability to analyze, synthesize, and improve complex project/program requirements into clear and succinct contract terms.
Ability to work collaboratively in a team environment with skill in active listening, a focus on solutions, and team decision-making.
