GENERAL DESCRIPTION: 


The Office of State Lands and Investments, Wyoming State Forestry Division (WSFD), seeks a Partnership Coordinator in Cheyenne, Wyoming. The Partnership Coordinator manages the WSFD Partnership Programs, including Shared Stewardship and Good Neighbor Authority. The position will ensure coordination and collaboration between state and federal agencies in the delivery of Shared Stewardship across two US Forest Service Regions (Region 2 and Region 4). The position will also help to coordinate quality projects that are implemented with the US Forest Service (USFS) and Bureau of Land Management (BLM) partners. Shared Stewardship: Shared Stewardship is a “no boundaries approach” that brings together national, state, tribal, and local governments, and stakeholders to plan, prioritize, and act together.

 

Good Neighbor Authority: Enables states to provide forestry services or serve as agents of the USFS or BLM for the purpose of implementing projects on federal land.


This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins, Denver, and the Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
 

  • Provides programmatic guidance to WSFD field staff and serves as a centralized point of coordination for state-wide GNA and Shared Stewardship efforts.
  • Serve as a liaison between WSFD and the USFS, BLM, NRCS, the Governor’s Office, other state agencies, partners, and stakeholders to help formulate Shared Stewardship cross-boundary project guidance.
  • Develop a framework/system/geodatabase to track project accomplishments and progress for Shared Stewardship and Good Neighbor Authority (GNA). Report project results and accomplishment metrics to WSFD, the USFS, the BLM, the Governor’s Office, and coordinating agencies and partners.
  • Oversees the administration of the WSFD programs falling within the Shared Stewardship umbrella, including GNA agreements and Participating Agreements.  
  • Completes and tracks the progress of agreements, including budgets, implementation, accomplishment reporting, and documentation.
  • Ensures accountability, reporting, and deadline requirements are met.
  • Creates, implements, monitors, updates, and ensures compliance with WSFD Standard Operating Procedures for grant management and administration.
  • Collaborates with federal partners to develop, assess, design, and implement projects that comply with the federal authority and work to achieve shared stewardship goals, including those identified by federal management plans, the State Forest Action Plan, and the Shared Stewardship doctrine.
  • Convene and lead Share Stewardship or GNA focal-area (boots on the ground) groups collaborating on cross-boundary projects, including private landowners, WSFD foresters and program managers, cooperating federal and state agencies, and local county fire districts
  • Develop guidance documents and provide training to state and federal partners.
  • Collaborates with the Western States GNA network, the Council of Western State Foresters, and federal partners to maintain subject-matter expertise and stay abreast of new laws, policies, and procedures. 
  • Creates and reconciles monthly reports related to the GNA program and other grants to ensure budget compliance and funding allocation.  

Qualifications


PREFERENCES: 


Preference may be given to candidates with three (3) years of progressive experience in collaborating with federal, state, and other partners.
Preference may be given to candidates with three (3) years of experience in federal grant management and reporting. 
Preference may be given to candidates with three (3) years of experience performing forestry work, such as cruising, layout, contract preparation, contract administration, and monitoring.
Preference may be given to candidates with meeting management experience.


KNOWLEDGE: 

  • Knowledge of forest management and planning, silvicultural techniques, and use of technology.

  • Knowledge of grant and agreement administration.

  • Skills in effective written and oral communication.

  • Skills in organizational and data management.

  • Skills and experience in meeting management and cooperative leadership.

  • Skills in Geographic Information Systems (GIS), ArcGIS desktop, or ArcGIS Pro.

  • Knowledge and experience in drafting, reviewing, and monitoring the progress of contracts to ensure compliance with terms, timelines, and deliverables.

  • Knowledge of grant administration

  • Knowledge of fiscal and accounting procedures

  • Knowledge and skills in establishing and adhering to budgets

  • Skills in presenting to various audiences

  • Excellent interpersonal skills

  • Ability to communicate effectively, verbally, and in writing with diverse groups

  • Ability to exercise independent judgement and work with minimal supervision



MINIMUM QUALIFICATIONS:
 

Education:
Bachelor's Degree (typically in Forestry)
 
Experience:
0-3 years of progressive work experience (typically in Forestry) with acquired knowledge at the level of a Forestry Specialist
 
Certificates, Licenses, Registrations:

Education & Experience Substitution:
4-6 years of progressive work experience (typically in Forestry)
with acquired knowledge at the level of a Forestry Specialist
