GENERAL DESCRIPTION: 


The Wyoming Department of Corrections is committed to public safety and high correctional standards, as well as a safe, supportive working environment for our employees.  

The Wyoming Honor Conservation Camp (WHCC) is a minimum-level correctional facility responsible for housing nearly 300 inmates. This position manages and oversees the planning and execution of all maintenance-related activities and construction projects at the facility.  This position is responsible for setting and adhering to the maintenance budget, forecasting future facility needs of equipment replacement, repair, upgrades to buildings, and new construction, and supervising four skilled trades/journeyman specialists.  The position assures compliance with all federal and state laws, codes, regulations, and OSHA standards.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 
  • Manages a large staff of subordinate supervisors and journeyman-level trades technicians who perform daily and long-range maintenance tasks related to HVAC, mechanical, electrical, and plumbing.
  • Manages facility construction projects performed by Wyoming Department of Corrections maintenance staff or contracted vendors 
  • Schedules projects and allocates resources.
  • Prepares annual maintenance budgets.
  • Provides project cost estimates.
  • Writes services contracts and oversees contract services.
  • Works closely with engineers and architects on design criteria for building construction and renovation projects.
  • Ensures that project designs integrate into existing systems.
  • Oversees funding and allocation of funds for projects to ensure appropriate funding to approved construction projects.
  • Assists in the completion of facility work orders.
  • Ensures the safety and security of the prison is maintained through tool control and best practices.

Qualifications


PREFERENCES/**AGENCY REQUIREMENTS: 


Preference will be given to those with 5+ years of management experience (typically in Skilled Trades).

**This position must pass a background/reference check.


KNOWLEDGE: 
 

 
  • Good working knowledge of project management 
  • Skill in work management and supervision of personnel
  • Skill in budget management and control, administration decision
  • Knowledge of government rules and regulations
  • Knowledge of EPA and DEQ regulations in regard to boiler operations
  • Knowledge of OSHA standards and compliance
  • Ability to design and complete work in a high-security environment
  • Ability to maintain effective human relations with staff and inmates


MINIMUM QUALIFICATIONS:

 
Education:
Bachelor's Degree (typically in Management)
  
Experience:
1-3 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Correctional Skilled Trades Manager
 
OR
 
Education & Experience Substitution:
4-7 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Correctional Skilled Trades Manager I
