BRIEF AGENCY DESCRIPTION

The Department of Administrative and Financial Services (DAFS) Corrections Service Center is responsible for program accounting, cash management, resident accounts, and revenue/expenditure control for the Maine Department of Corrections (MDOC) that support six adult facilities and one youth facility. These facilities keep our communities safer by reducing harm through supportive intervention, empowering change, and restoring lives.

 

BRIEF JOB DESCRIPTION

As an Accounting Analyst at the DAFS Corrections Service Center (CSC) located at the Mountain View Correctional Facility (MVCF) in Charleston, you will work closely with agency managers, facility wardens/deputy wardens/facility managers, and the CSC Program Financial Manager to perform complex, advanced accounting and analytical work within a broad framework of established accounting procedures.  This position works as a lead employee in assigning, supervising, and monitoring the work of subordinate state employees and interns.  This classification is distinguished from the Accounting Support Specialist by serving as a lead employee on work assignments and other projects and approving audits conducted by accounting staff. 

The successful candidate will supervise a staff of professional and para-professional accounting personnel and must demonstrate the ability to effectively manage day to day operations for both Mountain View Correctional Facility (MVCF) and Downeast Correctional Facility (DCF). Qualified candidates must have excellent communication skills in addition to a strong financial background.

 

While the position work location is in Charleston, there may be occasional in-state travel. Work is performed under limited supervision. 

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of generally accepted accounting theories, principles, methods, practices, and terminology.
  • Knowledge of governmental accounting standards and systems.
  • Knowledge of computerized accounting systems and standardized desktop technology and products.
  • Knowledge of supervisory principles, practices, and techniques.
  • Ability to serve as a lead worker on works assignment and other projects.
  • Ability to apply accounting principles in locating and correcting accounting errors.
  • Ability to apply accepted accounting principles to income statements and balance sheets.
  • Ability to verify fiscal source documents and application of fees, refunds, collections, and discounts.
  • Ability to prepare narrative and statistical reports and financial statements, projections, and schedules, and analyze and interpret information from reports.
  • Ability to review fiscal transactions for conformity with applicable laws, rules, policies, and procedures.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to recommend improvements in accounting controls, financial review trails, and business practices.

 

MINIMUM QUALIFICATIONS

·        Six (6) years of practical work experience providing complex technical accounting support in a professional accounting environment -OR-

·        An Associate’s Degree in Accounting from an accredited educational institution and 3 years of practical work experience providing complex technical accounting support in a professional accounting environment -OR-

·        A Bachelor’s Degree in Accounting from an accredited educational institution that includes at least 18 semester hours in accounting coursework -OR-

·        Intermediate education, training, and/or experience in accounting, business administration, finance, or another closely related field demonstrating competency in applying accounting principles and standards, reviewing and monitoring business transactions, and providing technical support. Accounting coursework must include successful completion of basic, intermediate, and advanced accounting principles courses.  Experience must demonstrate a comprehension of accounting principles and standards established by the Governmental Accounting Standards Board (GASB).
